Abstract

Objective #1: Review of technical assistance activities for DATE grantees. The first evaluation objective is to monitor and review technical assistance efforts provided to DATE grantees, ultimately providing formative feedback over the course of the program.
Objective #2: Analysis of design and implementation of DATE program. The second evaluation objective is to provide a descriptive analysis of the design and implementation of the DATE program, with a focus on the models used to distribute incentive awards to classroom teachers and the implementation experiences of participating districts. The evaluation team will review DATE grantee applications to identify key design features of each plan.
Objective #3: Analysis of DATE award distribution to teachers Our third evaluation objective is to provide TEA with detailed information regarding the distribution of incentive awards to classroom teachers, including: (1) the number and share of teachers in a school receiving Part 1 DATE incentive awards and what amounts they receive; (2) the distribution of award eligibility and award amounts by teacher characteristics (e.g., demographics, salary level, subject area, grade level, tenure, etc.); and (3) the number and share of school personnel receiving awards and services from Part 2 DATE funds.
Objective #4: Impact of DATE program at participating districts and/or campuses. The fourth evaluation objective consists of comprehensive, quantitative analyses of the impact of the DATE program at participating districts and schools. We are interested in looking at the program's impact in four specific areas: (1) educator attitudes and satisfaction; (2) educator behavior and organizational dynamics within schools; (3) student outcomes; and (4) teacher mobility. We plan to collect data and/or use existing data related to these four outcome areas during each year of the evaluation to examine how these areas are impacted during various phases of DATE participation (i.e., planning period, implementation/assessment period, and post-award distribution period).
Objective #5: Analysis of factors and characteristics associated with positive DATE program outcomes. The final evaluation objective is to provide a detailed statistical analysis of the factors and characteristics associated with DATE programs that positively influence the four outcome areas described above in Objective #4: (1) educator attitudes, (2) educator behavior and organizational dynamics, (3) student achievement, and (4) teacher mobility. Considering Objective #4 integrates factors and characteristics associated with positive DATA program outcomes into the analysis component, work performed under Objective #5 will synthesize the findings from all previous evaluation objectives to identify best practices for the design and implementation of DATE plans within districts and schools.
