Special Issue on Education in the American South: Historical Perspectives and Contemporary Conditions

Peabody Journal of Education: Issues of Leadership, Policy and Organizations dedicates this first issue of the 2010 volume to Peabody College's home in the southeast.  In this special issue titled "Education in the American South: Historical Perspectives and Contemporary Conditions", guest editors Eric Houck and Meredith Ross have assembled a set of essays and state profiles that together consider the economic, social, and legal conditions that affect education in the region. A discussion of achievement outcomes and existing education policies is strenghtened as framed within the region's historical context.

In the opening article, Guthrie and Peevely provide a short history of the economic and social history that they argue has influenced educational outcomes today.  Specifically, the article focuses on intergenerational poverty in the Black Belt region.  The article that follows is an essay on educational adequacy litigation in the South.  Dishman and Reddish discuss court cases in seven states - Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, and South Carolina - and attribute striking differences in legal decisions to state political and social contexts.  Next, Houck and Kurtz analyze graduation rates in five southern states.  Their research concludes that school funding levels, funding purposes, and state contexts are strong predictors of graduation rates across states.

The second part of this issue is devoted to profiles of the education finance and governance policies for sixteen states in the southeast, as defined by member states of the Southern Regional Education Board.  These short summaries were written by a select group of education policy master's students enrolled in a course on resource allocation and deployment.  Each profile attempts to highlight significant statistics, discuss funding mechanisms and governance structures, and note relevant education challenges faced by the state.  The profiles focus primarily on the K-12 system, though several explore the finance and governance of higher education in these states.

Peabody Journal of Education is appreciative for the work undertaken by Eric Houck and Meredith Ross in coordinating this special issue.  We also would like to extend a special word of thanks to James Guthrie for inspiring this collection of articles and for his guidance in its development. It is our hope that the commentary found within this issue will be helpful in informing policymakers, especially those working on education matters in the southeast.
