Dr. Chester Esnara of the Philippines joins the Humphrey Fellowship as a higher education leader and scholar specializing in language studies, curriculum innovation, and inclusive education policy. As Campus Administrator at Benguet State University Bokod, she oversees academic program development, human resources and faculty advancement, student success initiatives, international relations, administrative and business affairs. She has spearheaded efforts to internationalize her college, forge global academic partnerships, quality assurance and expand access to quality education in underserved barangays within the locality. Her leadership has focused on addressing literacy gaps, teacher shortages, and resource disparities in marginalized communities.

Dr. Chester holds a doctoral degree in language studies and a PhD coursework in literature from the University of the Cordilleras in Baguio City and the University of Santo Tomas in Manila, respectively. She earned her master’s degree in Language Studies from Saint Mary’s University and her bachelor’s degree from Nueva Vizcaya State University-Bambang.

During her Humphrey Fellowship, Dr. Chester aims to strengthen her expertise in educational management, strategic planning, education policy analysis. Her goal is to design a transformative framework for teacher internships and professional development in the Philippines, with a strong focus on 21st-century skills, equity, and leadership capacity-building. She also seeks to engage with U.S. education leaders and institutions to gain practical strategies in stakeholder collaboration, public communication, and sustainable education reform.
